Join The Team – Biblical Living Pastor


The Position

Jesus says in John 10:10, “I came that they may have life and have it abundantly.” City on a Hill believes that the gospel of Jesus Christ contains all that is needed for an abundant life, and therefore places a high priority on the ongoing application of the gospel to the lives of believers. It is this understanding that drives our desire to provide Christ-centred, gospel-driven Biblical counselling and training to all leaders and members of the church.

Furthermore, discipleship and pastoral care are not individual ministries or merely formalised processes. They are, however, the call upon the life of all believers, and we therefore take an integrated approach to discipleship, pastoral care and counselling.

Community Groups provide the primary pathway for discipleship and pastoral care at City on a Hill, and therefore, all ministries within the Biblical Living frame seek to support this pathway. Although the role of the Biblical Living Pastor does not directly involve oversight of Community Groups, an understanding of how the role relates to discipleship and within the broader framework of discipleship and Community Groups is key to success in the role.

The role of the Biblical Living Pastor is to supplement and strengthen the role of Community Groups by providing Biblical counselling, facilitating group courses through the City on a Hill School of Ministry and City on a Hill endorsed courses, train key leaders with necessary skills to lead these courses, pray for people, and provide Biblical counselling. Furthermore, because of the importance and high profile of the role, it is expected that the Biblical Living Pastor will complete City on a Hill’s pastor process.


Reporting & Oversight

The Biblical Living Pastor will work alongside the Community Director regarding training and equipping of leaders in discipleship and counselling, and will report directly to the Executive Director – Ministry & Services (XD-Min). The Biblical Living Pastor will be responsible for training, discipling and overseeing:

  • Biblical Counsellors
  • Course Leaders
  • Prayer Ministry Team
  • Biblical Living Intern(s)


The successful applicant will demonstrate the character of a Godly leader including:

  • Fulfilling the calling of a pastor/elder as laid out in 1 Timothy 3, in character, life, relationships, and Godly leadership
  • Identifying and discipling gospel-minded leaders to work amongst the counselling and care ministry of City on a Hill
  • Living a committed, prayerful life of dependence on God
  • Providing a wise and Biblical witness to all who are placed under your charge
  • Strong gifting in leadership with the ability to cast vision and train leaders of leaders
  • Above all, in so much as the Spirit allows, providing a witness to the non-believer and encouragement to the believer, through your life in Christ.

Knowledge & Skills

The successful applicant will have demonstrated, by their training, ministry experience and life:

  • A deep love for Jesus, and a strong commitment to see lives changed by his gospel
  • A clear and coherent understanding of the gospel and its application to the mortification of sin, to suffering, and the process of progressive sanctification in the life of the believer
  • An ability to maintain trust, discretion and confidentiality when handling sensitive personal and church information
  • An ability to effectively and efficiently communicate, manage time, and prioritize duties & responsibilities
  • An ability to work in and cultivate a positive team environment, maintaining positive relationships with those inside and outside of the church
  • A creative and innovative mindset
  • A desire to continually improve and develop high quality ministry and resources
  • An demonstrated ability to teach individuals and groups

Duties & Responsibilities

This role will undertake regular tasks and functions for City on a Hill as follows:

  • Provide counselling to individuals and couples (including pre-marriage and marriage counselling)
  • Prepare and facilitate group courses through the City on a Hill School of Ministry and City on a Hill endorsed courses
  • Recruit, train and assess leaders for these courses
  • Train and equip a team of volunteers for counselling (e.g. individual, pre-marriage and marriage counselling)
  • Train, disciple and oversee Biblical Living interns and volunteers
  • Create and develop resources for City on a Hill and local churches
  • Facilitate and train prayers for Prayer Ministry
  • Work alongside the Community Director for the equipping of Community Group leaders and coaches

Significant Projects

Over the next 6-12 months, this role will also be responsible for overseeing the delivery of the following projects:

  • Set up and oversight of effective Biblical counselling ministry including 1:1 counselling, pre-marriage & marriage counselling
  • Review, develop or redevelop training and courses to increase their suitability and function within the broader framework of training and equipping counsellors, leaders and church members
  • Build a strong and well-equipped Prayer Ministry Team for Sunday services and events as required
  • A desire to continually improve and develop high quality ministry and resources
  • A demonstrated ability to teach individuals and groups


This role will/is expected to prepare for, and attend, the following regular meetings of City on a Hill:

  • Staff meeting
  • Pastors meeting
  • Regular individual meetings with the Executive Pastor - Ministry
  • Ministry specific meetings as required

Requirements & Pre-requisites

  • Become a City on a Hill member
  • Fulfil the requirements for a pastor as outlined in 1 Timothy 3:1-7, and as assessed by our pastor assessment pathway
  • Alignment with City on a Hill’s theological distinctives (reformed theology, complementarian relationships, spirit-filled lives and missional living) and a clear understanding of how these theological distinctives practically apply in discipleship and counselling
  • Philosophical alignment with City on a Hill’s leadership and ministry initiatives
  • Completed or currently undertaking higher education in theology/ministry – bachelor’s degree or higher preferred, or
  • Successful completion of a Christ-centred Biblical counselling course is preferred (i.e. a CCEF course such as Foundations of Biblical Counselling Certificate or similar), or could be commenced upon appointment to the position
